Just got a replacement iphone 4s, I am in a working wifi area but when i go to settings then wi-fi I have no option to put it in the on position or any options to choose from. Why would this happen?

There have been some past issues with wifi, what version of iOS are you on? Check this support document for issues where the button to turn it on is greyed out. http://support.apple.com/kb/TS1559

You can also look into a reset of network settings. Settings, General, Reset, Reset Network Settings. You can also do a reset on the phone. It has no affect on data http://support.apple.com/kb/HT1430
Still not able to get it working. Do you know of any other reasons this could be happening?
If you have done the user troubleshooting, power off/on, reset, restore from backup and restore as new and it is still not working, the next step is an appointment at the Apple Genius Bar.
