Use Apple Configurator Backup Files vs. Full Backup Restore

I'm confused...I don't understand why there are directions on how to recover the Configurator files on http://support.apple.com/kb/HT5194?viewlocale=en_US&locale=en_US if the recommendation is to only restore using a full backup on a new or reinstalled Mac? It seems odd to use a full backup on a new Mac just to obtain/use the configuration file data to supervise devices. Has anyone tried using the configurator file backups only on another computer to restore supervised devices?
