iPhone not configuring

iPhone 3gs - Windows XP SP2 on AMD Athlon 64 X2 Dual core 4400+ 2.7GHz 4Gig Ram

iTunes 10.7.0.21

iOS 6.0.1.

*nb: My internet is provided solely by tethered iPhone, (I have two 3gs iPhones), so I am limited, but still connected.

after difficult restore, (had to restore many times, as usual for this setup), remains in configure mode, even after subsequent setup and succesful syncs.

iTunes appears that the iPhone is ready and done, but the iPhone always says, "configure", in all the languages instead of unock.

Any help appreciated.

Anyone had similar issues, (I searched without success)?
