Moisture can cause corrosion without changing indicators. Also indicators can change without actual damage to iPhone. Water/Liquid exposure for Warranty purposes is determined by Apple Genius. Whether the indicators are pink red partial change or not affected.

my question is in case the LCI indicators are white, does it mean the device is not water damaged?
Device can have true Water/Liquid Damage with the indicators being white. The water can short out major components and never touch the indicators. Also the indicators can be fraudulently tampered with or have been replaced.
