Is there an "iCloud Mail" app that is distinct from my normal Mac "Mail" app. I am trying to create some aliases but I am not seeing the same pop-up options on my computer as they show in the iCloud technical "How-to".

I'm not sure which technical how-to you're looking at, but you can create aliases at icloud.com >> mail >> gear in the upper right >> preferences >> accounts. It's probably referencing that.
Where do I find the "icloud.com" that initiates that series of actions? I was looking under "Mail" options and preferences and could not find anything for iCloud preferences.

You need to add the iCloud account to the Accounts in the Mail app. The if you want aliases log in to your iCloud accout at https//:www.iCloud.com, go to the Accounts section for Mail and setup your aliases:
