IPAD is stuck with connect to itunes on the screen

I have up to date Itunes on my PC, I connected my IPAD to my PC and Itunes says to download Ipad software update, I did, and now the IPAD screen is stuck with the image of the USB connector wanting to connect to the Itunes logo.

I have tried hard reset and it only returns to this screen, and now my PC will not recognize the IPAD. (my pc will recongnize my iphone/not ipad now)?

Please assist me.
