can't close "not enough storage" message. won't allow me to power off either.

I recharged my iPad3 and a message popped up saying "not enough storage", referring to iCloud storage. I wasn't able to close the message. Neither the "close" or the "settings" worked. I can't even power off my iPad! Can't access any of the apps either. Totally frustrated! Any suggestions?????

hard reset - hold the home button and power button in tell you get a silver apple logo
