I have a 10.5 server with 10.6 clients. This disk image on the clients has applications that do not exist on the server. How do I manage the users dock to add applications that don't exist on the server?

Copy the appropriate version of Workgroup Manger to a computer that has the applications you need on it.
Run Workgroup Manger on that computer and connect to your server's directory. The applications on the machine WGM is running on will be available to be added to the dock.

I already tried copying the version of workgroup manager from leopard server to the snow leopard client and got errors when logging in. And I can't download leopard server admin tools onto a snow leopard client
Get the matching OS admin tools on the machine OS you wish to admin from. So if the machine you want to admin from is 10.6, get the 10.6 admin tools.
If I am not mistaken WGM should still be able to access the Open Directory. I can use WGM to connect and edit my older servers, 10.6 and 10.7 even though it is the 10.8 version for the 10.8 client OS I admin from. I cannot be sure that this works back to 10.5. Too long ago since I had it for me to remember.
