Software Update Server - keeps redownloading on manual

I've set Software Update Server to Manual, unticked "automatically download new updates", gone through every update and clicked "remove", disabled every update in the list, and manually deleted all the download.

Yet still the update server immediatly starts to re-download them all again, 100GB of stuff I dont want.

How can I make this truely manual and only download the software I choose?

I've had to turn it off completely for now to stop the downloads
