I am using ipad 2 3g wifi 16 gb i am having issue with my storage i've deleted almost all the media and apps but still my storage is full internet performence is very slow plz help me

Go to Settings > General > Usage and see what's hogging your storage space and clear it out.

You should have at the very minimum 10% (1.6GB) of your space available. Strive to have more available.
