On occasion (I've been unable to find a pattern.) Mail can't be quit. Quit is grayed out and Mail in the dock Quit doesn't work. I click Finder in the dock to no effect. The only way to shut the machine down is to hold the power button down. What gives?

I didn't make myself clear. Sorry. How can I stop this from happening? It is a pain in the neck, as it were.
Rebuild the library. Go to Mailbox > Rebuild
Force Quit didn't work either.

I solved the problem by unchecking Mail iCloud. Works perfectly now.

I had the same problem. I called Apple Care and they told me to hold down the on/off button on my Mac for 10 seconds. This allows the computer to shut down even though the Mail program is still open. It worked. My computer restarted and my mail started working properly again.
