I bought this iPhone recently from ebay and contacted Orange Support but they said that I have to have account with them at least 3 months...
How I can do this now when even seller doesn't respond resopnd for my massages ?
I have to throw away this phone or there is any way to help me ?
Please let me know how I can resolve my problem...

You already have the answer. ONLY the carrier it is locked to can authorize unlocking it.
Establish service with Orange and keep it active for 3 months, then ask them to unlock it.
If the seller advertised it as unlocked, then file a claim with ebay and get your money back.
There is nothing else you can do.
This solved my question but no my problem :-) I will need to buy next phone only for 3 months... The seller says that this phone is locked but for exampl iPhones locked to O2 you can unlock easy for 50 punds... for Orange/T-Mobile this service is temporary unavailabe because of this Everything Everywhere thins :-(
