Tap to Click becomes less sensitive when dragging is enabled!

Recently I was using my uncle's macbook and found that his tap to click processed clicks much faster than my macbook, which was wonderful and really made the mac feel lightning fast.

but i also realized he didn't have tap to drag enabled.

I was tired of having to click to drag, so then I enabled the dragging feature on his mac. Then I realized that the response time for each click had been delayed by a split second just like on my own macbook.

You can clearly tell as soon as you check the 'Enable Dragging' Box how quick the response time is, then when you uncheck the box you can see now there is a slight delay in the response time of the click.

Apple please fix this, it is tedious and unnecessary. We shouldn't have to choose between faster click response times with no dragging and slower response times with dragging. they should be kept the same.
