No. Only your cellular provider can unlock the device.
Devices are locked by the Carrier, they are the only ones that can give you the method to unlock the phone so that you can choose another carrier.
Hasn't this questions been asked over and over again dozens of times in the past year or so???
So if I buy for example a bell iPhone and I want to use it on solo network I have to make it unlock at a bell store ?
Why not use the search function up top to find out instead of asking us?

The answer to your question is that only Apple in some countries sell officially unlocked iPhones, so if you want an unlocked iPhone that you can use on any network, then you need to go and buy it in an Apple store that sells unlocked iPhones such as Canada, UK etc.
If you already have an iPhone, then NO, Apple cannot unlock it - it is your phone company/carrier that needs to unlock it.
Buy an unlocked iPhone to start off with and you should not have any problems.
From everything I've read, starting tomorrow (26 Nov 2012), Bell will unlock your iPhone for $75 as long as you've been a paying customer for 30 days. You will NOT have to be at the end of your contract.
