I just had success fixing this issue on my 2012 MBA running Mountain Lion. Here is what I did.

1. Go to finder/utilities and open Airport utility

2. In the Airport disk table unclick the file sharing box and then hit update.

3. I restarted the MBA and then followed steps 1 & 2 again but now enabled file sharing and hit update.

4. Wait a few minutes for everything to connect - go get a coffee!

5. Go to Time capsule icon at the top of your acreen and hit "Back-up now" - finish your coffee if the back-up affects performance (depeending on how long you have had this issue).

Cheers
