What happens if in iCloud Control Panel on Windows 7 I do not get the latest terms and conditions to accept to? This has turned into an ugly saga!!!

I have followed every possible venue and as I have lost my iPhone i can only access iCloud via windows and Apple TV for photo's... Help pls?
