The Keynote will be available to stream on apple.com, the Apple Developer app, the Apple TV app, and the Apple YouTube channel. On-demand playback will be available after the conclusion of the stream.

How do I upgrade ios 4.2.1 to ios 4.3?

iPhone 3G, iOS 4.2

You can't. 4.2.1 is the latest iOS you can update to with the 3G.
