Menubars no longer locked and spotlight not working?

Hello everyone. Yesterday when i turned on my mac, suddenly my menubars were changed. My dock and my top bar are no longer locked, and i have to move the curser to the top of the screen or to the bottom for the menu's to show up. How do i lock the bars again??

Also, when i click spotlight, the seachmenu in the upper right corner of the screen, nothing happens - I can't search.

Please help me! 🙂
