Upgrading iTunes on OS X Tiger

Question

I'm thinking of getting an old iBook and need to know if I can upgrade iTunes on it while running Mac OS X Tiger

Mac OS X 10.4.11 supports iTunes 9.2.1 when it's running on a G4 or newer and iTunes 8.2.1 on a G3.

Also if I get this iBook and run iTunes 8.2.1 can I sync a iPad 2 with it?

No. The iPad 2 requires iTunes 10.5, which requires at least Mac OS X 10.5 and a G4 processor.
