Am I the only one that could not get to ASC topics for the last 8 to 10 hours because a "Too many redirects" message kept appearing in browsers when I tried to access anything in discussions.apple.com?

You were not alone. Looks like whatever maintenance they did last night took bit longer then they intended 😉

That's what I thought too … but oddly when I looked at a Google cache of the "ask your question" page that had been updated about an hour ago, the 'Recently Updated' sidebar showed activity in a few Discussions (for Servers and Enterprise Software & a few others) during this period.

Any chance that Apple could create a slightly more informing message than 'Back shortly' With the best will in the world, shortly means soon or in the immediate future ... not 10 or 12 hours.
