Q: My carrier says I have used more data than my iPhone has tracked, how could this be?

I reset my cellular data usage on my iPhone every month a day before the next months plan starts although my iPhone has tracked approximately 1 GB less data usage than AT&T has listed. Does the iPhone not track data usage when used as a hotspot?

iPhone 5, iOS 6.0.1
