can i synch ipad with windows 7 starter

Trying to transfer my MP3 music from my laptop (with Windows 7 starter 32 bit) Have installed I tunes on my laptop and loaded my MP3 music onto it

but the Ipad does not appear under 'devices' on laptop Itunes. Have gone thru the various wizards checking USB 2 connections and stoppig processes in task manager, but still no synch between the two. Is it just that windows 7 starter is to light to cope or is there a remedy ? Thanks
