Q: Do Not Disturb

I have the do not disturb turned on, with the scheduled time from 12:30 am till 7:30 am.  It is now 9:30 am and the moon icon appears next to the time.  10 minutes ago my phone did not ring with an incoming phone call.  What's wrong?

You turned it on outside of te schedule.  The on off switch on the first screen of Settings does not enable and disable the schedule. It manually turns it on and off. If you have it turned on, nothing will come through. That's the way it's supposed to work.

The schedule is controlled under Settings>Notifications>Do Not Disturb.

If I manually turn the DND on or off, what's the purpose of the scheduled times?

You do not have to manually turn it on or off if you have a schedule set unless you want to. The schedule will automatically enable and disable it during the hours you specify. If you want to take a nap in the afternoon and want to turn it on manually, you can do so without messing with the schedule. Likewise, if you want to turn DND off in the middle of the night because you're up watching TV or something and don't care if your friends text you, you're free to do that.
