This is what apple sent me when trying to submit an app?
This does not make that much sense to me?

I don't think they are asking for your phone. To me, it seems like they think the app you have developed needs a an external hardware accessory, and that is what they are asking for to fully review your app.
Does your app need (or optionally need) some external accessory to function fully?
No one here can answer your question, as there is no one from Apple here. Why don't you contact them & ask.
I asked them, but have not yet gotten a response.. I just found it to be odd that they would want my hardware, and wanted to see if anyone else had the same thing happen to them.
If anyone apple has standard hardware and software, so why want my quite expensive phone 🙂
You might get a better response by asking in the developer's forums, as developers don't normally hang out here.
