while downloading icloud my ipad locked up at the agree screen any ideas how to unlock .it will not turn off with power button

Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

It should be asking you for your password and to agree with Terms and Conditions.

I believe that Diavonex is correct, but its been quite a while since I set an iPad up and I really can't remember ... Do you see a blue Next Button at the top of the screen.?

I think OP is updating over the air. He need to input password and agree to Terms and Conditions to complete update.

That makes sense after re-reading the original question. I thought the OP was setting up for the first time. I must be getting old... I have misinterpreted a few questions over the past few days....Or my brain is on hiatus! 😝
