In theory, yes. However, the Express, like most consumer routers are not designed for operation in an outdoor environment. Placing the base station in a protected enclosure, for example, would reduce it signal quality affecting how well it could repeat a signal to extend wireless range.
I understand that, but the question I'm asking is
"Say my Airport is connected to my Network at home. Can I use my Airport at work to connect to my home network?"
Sorry, did not even get that from what you posted. I assumed that you wanted to physically place an Express outside of your home to extend your local network.
Yes. One option to connect back to your home network, from a remote location, is to use Back to My Mac (BtMM). With BtMM you can either access an external HDD attached to an AirPort Extreme/Time Capsule or to a Mac on the local network. There are a number of other solutions as well.
