Can I transfer a local backup to icloud?

I made a local backup of my iPhone on my computer. After I upgraded to iOS 6, the storage of my iPhone was too small to recover everything. Now I have a backup and an empty iPhone. Can anyone help me?

Thank you

If you have a 16 GB iPhone 4 with only iOS 6 on it you should still have over 10 GB free, which is more than enough to restore your backup. If you are saying you don't have enough room to restore you backup your phone can't have an "empty iPhone" as you said above. Go to Settings>General>Usage and look at the top to see how much free space you have. What does it say?

Even if you were out of space, all you have to do is connect your phone to iTunes and delete some things to make room. For example, to delete your music uncheck Sync Music on the Music tab of your sync settings and sync your phone.
