copying to ex-hard drive has stuck

In trying to copy my hard drive to my western digital ex-hard drive, the copying has stuck in progress and the computer won't let me reboot as it says I must

stop first the action in progress. How do I stop it ? The ex-hard drive will not let me eject it either. What to do??
