can i restore a note deleted from my Ipad? i do not have the notes activated in the cloud...

You may able to retrieve it if you have an iTunes or iCloud backup with that note in the backup. You can restore from the backup in order to restore the note, but you will restore everything in that backup back onto the iPad.
