I have just got an IPad and only about 30 of my photos have downloaded to photo stream. My battery is on 60% any ideas?

Photos only remain in photo stream for 30 days. After that, they are removed from your photo stream but will remain on any device that has already received them. If the missing photos are older that 30 days and they are no longer in your photo stream to download to a new iPad. If you want them on your iPad, import them to your computer from your other device (see http://support.apple.com/kb/HT4083), then put them in a folder and sync them to your iPad by selecting the folder on the Photos tab of your iTunes sync settings and syncing. (Synced photos will appear on your iPad in the photo library folder.)
That would make sense all though I have an iPhone 4S and have photos on there that were downloaded from photo stream that are over 30 days old. I know this as I'm on my 3rd iPhone 4S in less than a year due to faults with them and the all have been ok apart from the iPad.
Once downloaded, photo stream photos remain on your phone even if they are older than 30 days. But if you connect a new device to your photo stream, it will only download photos that are still in your photo stream (which fall within the 30-day window).
