If you have a Chinese word in a book, select it and tap on the Define button and it should ask you if you want to download the dictionary.

Or type a Chinese word in Notes and select it and tap the Define button.

You must have iOS 6. The dictionary is Chinese/Chinese (not translation into any other language).
