The Jam Packs need to be installed by an installer - they do three things:
- Install additional loops in the loop library
- Update the loop index
- Install instruments in the Instruments Library.
What JamPack do you want to install? Some of the installers do no longer run on Mac OS X 10.7 or later, for the installers contain PowerPC appliclations.
If you have Jam Pack loops, add them to the System Library in /Library/Audio/Apple Loops/Apple
I have the following folders there:
Apple Loops for GarageBand Jam Pack Symphony Orchestra Jam Pack 1 Jam Pack Voices Jam Pack Remix Tools Jam Pack World Music Jam Pack Rhythm Section iLife Sound Effects
The instruments need to be copied to
/Library/Application Support/GarageBand/Instrument Library
You should see these folders there:

To get all JamPacks installed on Mt. Lion, the easiest solution would be to buy Mainstage 2 from the AppStore - this will install all five JamPacks, so that they can be used with GarageBand or Logic. The price for Mainstage is much lower than the price for a single JamPack used to be.
I have installed Mainstage3 and I can see all the jam packs in the garageband instruments section. I am not able to see the loops in the loop browser. In the loop browser, at the top , I can only see loops, garageband and show all. If all the jam packs are installed right, Shouldnt I be seeing all the jam packs there also. I dont see any increase of loops even after I installed Mainstage 3. But I can see the increase in the instruments collection.
How to add the loops to garagband?
My post above is referring to MainStage 2 - I have not upgraded to Mainstage 3, sorry.
But if the loops have been installed by MainStage 3, you can add them to GargeBand by rebuilding the Loop Index, see this document:
Basically you have to browse the System Library and to find the folder, where the loops have been installed, then drag them onto the Loop Browser in GarageBand.
