Time capsule indicator light is green even when not connected to the Internet

My Time Capsule's indicator light is green even when not connected to the Internet. I tried to restore from a stored backup but could not find my backup. I had restored from it in the past which is why I am worried. Also my MacBook cannot find its start up disk and keeps searching for it when I ask to restore from my TC. Can anyone please help out?
