My nephew has a iPod touch 2nd generation which has an iSO 4.2.1 and will never be able to upgrade the software beyond iSO 4.2.1. So, the new Facebook requires 4.3 software, obviously not going to happen. Is there a way to install an older version of Facebook so that he can still access Facebook without all the 'bells and whistles' of the 4.3 version?

Your only way is if you have the version that was compatible on your computer such as in the recycle bin/trash or in a computer file backup. In that case delete the current version that is in your iTunes App library and replace it with the older version. Then sync.
If he doesn't have an older copy of the FB app that doesn't require a later verison of iOS version 4.2.1 then I'm afraid not. Apple does not make older versions of apps available for download. Sorry.
