The iweb version that runs to the OSX 10.7 is different than the one that runs on the 10.6?
And if yes in what?
There is a way in iweb to create a space of the page that doesnt
move, while the rest scroll?

it's the same, but iWeb does not come with 10.7 unless you upgrade to 10.7 from 10.6, in which case it keeps the iweb app. I am using it on 10.8 myself. and this isn't possible natively, but it comes with some widgets that do this automatically as a part of iweb, but they are limited to RSS feeds.
