Why cant photos and videos be uploaded to a developer that you pay for? This would be easier, cheaper and less time consuming.
Don't know what's the problem you are facing.
You can sent videos/photos to whoever you want.
If you're talking about downloading videos/pics from a 3rd party then no.
You have to go through iTunes (think security).

The problem is i have a ipad and itouch with photos and videos that i would like developed. Why do i have to buy a airprinter, photo paper, ink etc. Why dont apple offer a developing service that you pay for, would be so much easier and less expensive.
There are many Apps for photo finishing services that you can get from the App Store. For example Walgreens for iPad lets you print your photos and pick them up at a local store.

These apps appear to only be of use if your in the US, im in the UK.
Then you will need to search the UK app store for apps that may do what you need. Or, check the websites of companies that provide the service you want and see if they say that they have an app available.
Why cant photos and videos taken on ipod touch/new ipad be uploaded to a developer. You pay for your pics or dvd. Would be so much easier, cheaper, less time consuming!
