It is supposed to, assuming you meet the requirements:

Windows System Requirements

  • PC with a 1GHz Intel or AMD processor and 512MB of RAM
  • Windows XP Service Pack 2 or later, 32-bit editions of Windows Vista, Windows 7, or Windows 8
  • 64-bit editions of Windows Vista, Windows 7, or Windows 8 require the iTunes 64-bit installer
  • 400MB of available disk space
  • Broadband Internet connection to use the iTunes Store

A year ago, when this thread was opened, it wasn't explicitly supported.

Windows 8.1 works with iTunes but it enables IPV6 connectivity in Network Connections - the latest update of iTunes doesn't like this - it removes the Airplay icons among other things - the fix is to uncheck IPV6 in properties - to access this, open Network and Sharing in Control Panel - click on your network connection in the middle on the right under view your active networks - click on properties in the lower left hand corner and uncheck IPV6 connectivity - unless you have a specific need for IPV6, this won't cause any other issues - most ISP's don't use IPV6 yet - try this and then try to re-install iTunes - it may take a few tries- it worked for me but it may not solve your problem.

Regards,

Charlie
