iPhone 4Ss don't need iOS 6 to have Siri. Are you sure you have an iPhone 4S and not a 4? Was the phone purchased in the Middle East? Several countries in the Middle East prohibit Siri.

The iPhone 4 does not have Siri. If you bought a phone off some unofficial Russian website, you have no way of knowing what country is was original meant to be sold in.
