apple has reserved me an icloud email address, can i change this to a different one, if so how do i do it

You can't. The address you have been reserved is the one you chose when setting it up originally, just with @icloud.com at the end, instead of @me.com.
Not exactly true the me.com I chose is not what I got.
I was just given an icloud email with my name misspelled.
Checking back I also have an me.com account with my correct spelling and now an incorrect spelling. As far as I knew I only had one me.com email with my correct spelling.
Not sure of how to proceed to dump the incorrect acct.
You are given the corresponding @icloud.com address for every @me.com address you have. If you have two iCloud accounts, one with correct spelling and one with incorrect spelling, you will also have two @icloud.com address with the same correct and incorrect spelling. iCloud accounts are only setup with the spelling you used.
