I was cheated by an official reseller in Russia. How can I file a comliant to Apple?

Hello. I've got a problem: the MacBook sold to me appeared to be of a different model (MD103RS/A instead of wished MD103ARS/A). I actually paid for the latter. The shop "Svyaznoy" who did that is listed as Apple's official reseller in Russia. Looks like they refuse to exchange the computer or give me the difference in cost (the one I've ordered and paid is more expensive). Now I'd like to file a compliant on that reseller directly to Apple office. How can I do that?
