There is a time machine like.. Genie Time Line.. but it is expensive.

Macrium Reflect is free but only does disk images unless you pay the license to do incrementals.

The worst software is microsoft backup.. of course.. but some versions work.

There is some issues getting windows to talk with TC hard disk.. the key problem is apple names..

Change all the names to SMB type, short, no spaces, pure alphanumeric.. that includes TC itself, wireless and the hard disk.

Also load bonjour for windows on to the pc.
