Tap Settings App > General > Reset > Reset Network Settings. See if better. If not, Restore iPhone with iTunes on computer. See if better. If not there is no reasonable fix. If you have Warranty or AppleCare make Genius reservation and take to Apple for resolution under Warranty.

If that fails some people have reported success with putting the phone in a freezer for a few minutes (in a plastic back to prevent condensation).
And if that fails you need to get the defective phone replaced.
Just drove 6 hours yesterday to get a replacement 4s for my son from a Genius. The power button stopped working about six monts after we got the phone. Get home yesterday to find out that the replacement phone's wifi does not work. Tried all fixes and it still does not work. I was gonna get my daughter a iPhone 5 for Christmas, not anymore. I don't undersrand iPhone lovers. I use Galaxy s2 and never had so much issues as to my son's iPhone. iPhone's quality and service is really bad. I'd like to know what booking an appt does when you still have to sit and wait 10 minutes to talk to a Genius?

If you hadn't booked an appointment you could have waited 10 hours, or been told to come back another day. When was the last time you waited less than 10 minutes in a doctor's office?
Just proves my point. You think that's the worst thing waiting 10 minutes. The worst thing is iPhone *****. The fact that you think that 10 hours without an appointment is the standard proves to me that apple fans are way out there. I've never add an iPhone that didn't break

I've never had an iPhone that DID break. I'm on my 3rd in 5 1/2 years, and the other two are still working just fine.
Wish we were that lucky.
Really putting the phone in the freezer, why didn't I think of that?
I had this problem with my iPhone 4S and I tied everything, even two restores. The new iOS burned out the wifi thing. I had to get a replacement phone from my nearest Apple store. My phone is still in warranty, but if yours is not, you have to pay the price you bought it for. I bought my iPhone 4S when it first came out so I would have to pay $199 for my 16GB. If you do end up bringing it to an Apple store, make sure your stuff is backed up to iCloud! I made the mistake of only backing it up to my computer and then when I got there, the guy advised me not to restore from the old update because of corrupt data.
if you need a quick fix before getting it checked out, you can take it out of the case and stick it in the freezer for a couple of minutes. As soon as the phone heats up, the wifi grays out again.
