You have to pay for purchasing new items from the store, but you don't pay for playing or downloading your matched content (apart from it using some of your 3G or wifi data allowance).

You've paid to have your music collection that is on your computer's iTunes (whether it was bought from iTunes, bought from other sites and/or copied from CDs) stored in the cloud - so you can then access/download/stream from your computers and/or iOS devices without having to copy them over yourself

I can't find a separate contact for iTunes Match, but you could try using http://expresslane.apple.com selecting iTunes > iTunes Store > Purchases, BIlling & Redemption
when you have subscribed to iTunes match do you still have to pay for downloading?
