we can't IMEI is a unique number for each phone but it have nothing to do with carrier nor country

also never write it online it can be abused in the same way as your creditcard number can be

in my country if my phone is stolen I repport it to the police and provide them with the phones IMEI number

they then make all carriers in the country block the phone from every being used as a phone again on their networks

and networks with carriers in other country they corporate with

so if the same is true in the country you live in and somebody repported your IMEI as stolen as a prank you would have a serious problem
