With my new Powerbook Pro and Lion 7 many things have changed that I do not like. I have been a MAC user since 1985 and have watched the MAC product change. Why was the systems preference removed from the dock?

Why does it matter? Locate Systems Preferences in the Applications folder and drag its icon into the Dock. Problem solved.
BTW, you don't have a Powerbook. It's a MacBook Pro.
Another way -
Click Apple -> System Preferences
Right-click on the System Preferences icon on the doc
Options -> Keep in Doc
