Why isnt Emoji comin up on the app store

Emoji isn't an app. If you are running iOS 5 or higher Emoji is built in. You access it by adding Emoji from the Internation keyboard list, as indicated in the article you were viewing: http://support.apple.com/kb/HT4976.
