Sending iCal invite to Outlook for Mac Weird Time Issue...

I am currently trying to troublehshoot an issue I have with one of our users in the office. I would send a iCal invite to an event to the user but when it gets added to their calandering sytem, the time is 30 minutes later than the original time. The issue is duplicatable from two different iCloud accounts sending that user invites so I figured out its not iCloud.

I'm on Lion using the latest iCal and the person who is having the issues is using.. Outlook for Mac and is also on Lion using the latest updates.

Any help is greatly appriciated.
