How do I delete apps from my iPhone 4?

I had the same problem, the apps would wiggle but the "x" did not appear. You need to go into Settings-General-Restrictions-Disable Restrictions. Once disabled then you should be able to see the "x" when you hold the app down and you can always go back in to Enable your restrictions afterwords.
If you don't see the"X" icon beside your downloaded apps usually that is related with restrictions option. You have to enabling the setting by turning the Deleting Apps option from OFF to ON. To get it: settings > general > restrictions > enter your pass code > Deleting Apps - turn OFF to ON.

You just put your finger over the app icon and hold it. Then it should start to jiggle and you just press the x button
I think you can also delete apps from iTunes like you would normally do with songs/videos

Thank you, this has been driving me nuts and despite searching for a solution numerous times this is the first time I've found this thread.
Useless apps now deleted.
Go to general - usage
Then click on the app that you want to delete and then it will give you the option to delete it
In case you didn't notice, hopefully they got this resolved in the past 4 years.
