What is the easiest way to transfer info from my Time Machine backups to a Windows pc?

So far it seems like I'll have to reformat my external HDD used for backups, format it as NTFS, then transfer the files from the Mac onto that. Is there a simpler way to do this? A program I can install on the Windows computer than can let me read the files?
