I would like to use iPhoto app to create and print a photo book, however I only have an iPad. Will the full functionality of iPhoto be available and supported on iPad (3rd gen)?

No, iPhoto on your iPad is a completely different application from iPhoto on a mac. It offers some basic functionality to organize, edit, and share your photos. You can print them, but not order a book. You'll get a pretty good idea what is posiible in iPhoto on IOS devices, by looking at this help text:

The primary purpose of iPhoto for iOS is to edit photos and share them on social media sites. There is no book printing function. This must be done on your computer.
If I use iPhoto on my iPad only, will it support the photo book (for printing) feature?
